The reason cited was that authorization to film in a number of locations, including an action sequence concerning moving trains which would have required sections of track owned by Indian Railways, were too slow in being granted.
SA had been held in reserve in case things did not work out and earlier in the month it looked like the shoot in India would go ahead. Nevertheless the source of this information is the local representative of EON Productions in India, so confirmation hasn't come from the horse's mouth.
Filming authorization has reportedly been granted in Istanbul in Turkey and it is understood that a little team from the production have visited Istanbul to scout the shooting locations.
Apart from that, very little is commonly known about Bond 23; Daniel Craig is about to reprise the job for the 3rd time; Sam Mendes is on board as director; the script has been written by Neal Purvis, Robert Wade and John Logan; filming will start in November 2011; and the film will be premiered in London on 26th October 2012.
Although Judi Dench has said that she will return, there has been no official word; and Jeffrey Wright who played Felix Leiter in Daniel Craig's first 2 films has claimed he hasn't been made contact with about Bond 23. And while Javier Bardem and Ralph Fiennes have been rumoured to be concerned there has been no confirmation; neither has there been any word of the Bond girl.
